La notion de « peuple de Dieu », réapparue avec Vatican II, devient pleine de signes lorsque les catholiques latino-américains s'en emparent. C'est un emblème qui indique un phénomène de représentation du politique. L'objet de ce texte est d'étudier le travail de trois discours sur cet emblème et de voir comment l'entrecroisement de ces discours produit des effets de sens dans la formation de catégories politiques. Ces discours sont ceux des théologiens de la libération, des militants des communautés ecclésiales de base et de l'organisation politique qui prétend représenter les mouvements sociaux : le Parti des travailleurs. Deux conclusions se dégagent. En premier lieu, les catégories politiques en émergence à partir de ces discours sont éloignées des catégories fondatrices de l'État de droit telles qu'elles ont été élaborées par les penseurs politiques classiques; en particulier, la catégorie « souveraineté » n'y apparaît pas. En second lieu, le caractère aléatoire résultant de l'entrecroisement de ces trois discours reste contrôlé par des procédures d'exclusion externe et interne de la conception politique de l'Église institution.

Dans la lecture des soulèvements populaires en Amérique latine, deux interprétations sont comparées point par point : celle d'une part de Multitude de Hardt & Negri ainsi que de GlobAL : Luttes et biopouvoir à l'heure de la mondialisation. Le cas exemplaire de l'Amérique latine de Negri & Cocco et celle d'autre part de L'interpellation plébéienne en Amérique latine du GRIPAL (Groupe de recherche sur les imaginaires politiques en Amérique latine). Ces deux interprétations sont irréductibles, mais non incompatibles.

After three pro-embargo resolutions from the OAS and five from the Security Council, an American military intervention authorized by the United Nations has enabled the democratically elected president Jean-Bertrand Aristide to return to office. This article seeks to trace the escalation from embargo to military intervention with reference to the transnationalization of social, economic, and political relations in which Haïti, the United States, and the Dominican Republic are directly involved. Large-scale population movements - deemed to be "threats to peace", and the importance of a "humanitarian" form of discourse and, even more so, a form of discourse about the "suffering" of the "unfortunate people of Haïti who are bearing... the full weight of sanctions" (Boutros-Ghali) are components of such transnationalized relations. These relations have developed in a setting that the boat people issue has determined in several ways, a setting where one can make out, on the one hand, a joining of forces between, among other people, the Haïtian priest-president and the U.S. congressional black caucus and, on the other hand, a shaky coalition comprising notably the president of the Dominican Republic, the Dominican archbishop, the Conference of Haitian bishops, the Vatican, and certain sectors of the American administration. Pena Gomez - a black man believed to be of Haïtian origin - ran as candidate for the Dominican presidential election and his candidacy was favoured for quite some time in the opinion polls. He ultimately failed, however, to provide an alternative in terms of political culture. The election on May 16, 1994 in the Dominican Republic was marked by incidents of fraud. The "international community", preoccupied as it was with re-establishing peace in Haiti, reacted feebly.

André CORTEN — Pentecostalism and democracy : Civil society revisited Civil society is usually granted the role of furthering democracy and of translating the private sphere into the public sphere. The remarkable growth of pentecostalism can be explained by the failure of such translating role in Latin America and Africa. This failure thus points to the shortcomings of the concept of society. Pentecostalism does perform translation, but within imaginaries. For the analysis of démocratisation processes, the study of pentecostalism's translation imaginaries provides us with categories that differ from those associated with concept of civil society.
